Ms. Born will reveal her thoughts, vision, guidance and upcoming plans to develop the project, as the Metro Board selected rail as the locally preferred alternative (LPA).
Measure M earmarks $1.3 billion for the East San Fernando Valley Transit Corridor, which is sufficient to build an at-grade Light Rail Transit project for the 9.2-mile corridor. The Project was awarded $202 million in State Regional Improvement Program (RIP) funds, as well as $205 million in Transit Intercity Rail Capital Program (TIRCP) funds. These funds are available for the Project’s construction costs.
Monica Born, Deputy Executive Officer, Program Management is a professional civil engineer with over 20 years of experience in the management of transit projects from planning to close-out, and earned a Master of Business Administration, University of California, Los Angeles, and a Bachelor of Science in Civil Engineering from the University of Southern California.

In the past, Ms. Born has held key roles on a number of design-build projects within the region, including the Expo Line Phases 1 and 2, the Foothill Extension, and the Pasadena Gold Line. Her project experience includes design development, budget and schedule management, stakeholder outreach, environmental document review, preliminary engineering services, project management oversight and coordinating community outreach efforts.
